CM mourns death of Kipa Babu’s mother
ITANAGAR, Dec 13: Chief Minister Nabam Tuki has condoled the sad and untimely demise of Late Kipa Menia, mother of Deputy Chief Councilor of Itanagar Municipal Council Kipa Babu, who expired yesterday after a tragic road accident near her residence at Pappu Nalah. She was 70 years old and is survived by one son and two daughters.
In his condolence message addressed to Kipa Babu, Tuki said “With a heavy heart, I came to learn about the sudden and sad demise of your beloved mother. I am aware, how painful it is to you to be deprived of the love and guidance of a mother and the futility of these words of condolences. But we should take solace in the eternal truth that the soul is immortal.”
While extending his solidarity with the family members, Tuki prayed for the eternal peace of the departed soul.
Meanwhile Arunachal Chamber of Commerce & Industries (ACCI) expressed its deep shock at the passing away of Kipa Menia, mother of former ACCI president Kipa Babu.
AACI president Techi Lala and general secretary Tarh Nachung deeply mourned her death and conveyed their condolences to the bereaved family and prayed for the eternal peace of the departed soul.

Review meeting of textile & handicrafts dept held

ITANAGAR, Dec 13: Arunachal Pradesh Chief Minister Nabam Tuki today emphasised the role of Information Communication Technology in providing connectivity and access to citizens, communities and institutions.

Minor girl allegedly raped at Yachuli
ITANAGAR, Dec 13: A minor girl was raped on 11th of this month at Yachuli town under Lower Subansiri district. The victim is 7 years old; while the alleged rapist is believed to be 18 years old. The victim’s parents yesterday lodged an FIR at Yazali police station with the help of Joram Yajum, president Arunachal Pradesh Women’s Welfare Society, Yachuli branch and Circle Officer Yachuli Neelam Teji.

“At the time of incident the girl was alone at home. They knew each other well and thereby taking advantage of situation he raped her. The doctors examined the victim and have confirmed that she was raped. At present the victim is undergoing treatment,” informed Inya Ete.
This is third rape incident to be reported from Yachuli area in the last couple of years.
In March this year a minor girl was allegedly raped by the owner of a School at Joram. In the year 2012 a class XI student was raped and murdered at Yazali town. The series of rape incident being reported from 16th Yachuli constituency area is matter of serious concern.
Tawang witnesses first snowfall of the season

“It is considered a good omen to witness snow on or before Torgya, a three day local monastic festival celebrated in the world renowned Tawang monastery in the month of January,” Dasa, a local resident said. The Cabinet in its meeting on December 11 last under the chairmanship of Chief Minister Nabam Tuki discussed in length on revenue leakage from various departments like tax and excise, forest, mines & minerals and many other departments. Encouraged by first four months’ collection of Rs 400 crore this fiscal, it approved constitution of a High Power Committee (HPC) to achieve the goal of higher revenue earning.
After a threadbare discussion it was decided that the HPC would be headed by Principal Secretary Home, while commissioners and secretaries of all revenue earning departments concerned, deputy commissioners and superintendent of police of the district concerned would be its members.
The HPC has been empowered to conduct surprise inspection at various vital points, check gates and entry points where revenue collection activities are undertaken and monitor the conduct of the officials posted there. Any official found guilty would be taken to task on the spot as per law. The HPC shall time to time report back to the government on the action.

ITANAGAR, Dec 13: As an initiative to create employable skills amongst the unemployed youth for those belonging to economical weaker strata of the society the Department of Tourism has successfully completed the 2nd batch of training 100 youths under Hunar Se Rojgar Tak ( HSRT) a scheme under Ministry of Tourism Govt. of India. The training provided was related to hospitality trades namely Food production, Food & Beverages Service, Housekeeping, Bakery and Passeteries.
Besides these due emphasis was given on improving their attitudes and behavior in order to enhance their market acceptability. The course content has been designed by national council of Hotel Management & Catering Technology and were conducted by clustering 4/5 best hotels in the state capital and the trainers was the faculties of Tourism & Hotel management, RGGP and ITDC run Hotel Donyi Polo Ashoka etc.
The master trainer S.Kar of HSRT informed that the graduate unemployed youth in Hotel management are impacting the training along with the faculties of HMCT, RGGP.
The service of the trainers under Hunar Se Rojgar Tak has been engaged during the visit of his President of India at Itanagar during Nov. 2013. They have been also been engaged in various official function of the state. Furthermore, to enhance the skill in their respective trade tie up with reputed hotels has also been arranged for the trainees.

Awareness programme on fire mishap
NIRJULI, Dec 13: With an endeavor to create awareness amongst the students, Vivekananda Private Hostel, Nirjuli in collaboration with Fire Station, Naharlagun organized fire awareness program at its hostel premises today.

While briefing the students on fire awareness to avoid any incident at home or at any other places,BC Borah informed that to douse the fire we have to use different extinguishers for different type of fire, like foam for electricity, water for normal fire and Dry Chemical Powder (DCP) for petrol or other flammable liquid. He also urged the students to be cautious about fire and electricity to avoid any incident.
Demonstrating mock drill on first aid to any needy person during any emergency or disaster, FSO, PC Roy urged the students to use every possible thing like shirt, sack or robs to make stretcher during emergency. “Most important this is we should keep calm during any natural or manmade disaster evading creating confusion or nervousness,” added Roy.
Roy also urged the denizens to pave way for the fire tenders during duty hour. Due to increasing traffic most of the time fire team failed to reach the spot on time, he added.
Extending its gratitude to the team of fire and emergency Service, Naharlagun for organizing such important awareness program, Administrative Incharge, Vivekananda Private Hostel, Nirjuli, Ajay Kapoor asserted that due to such program students will now more cautious about any disaster and fire incident.
‘Make RMNCH+A a grand success in Arunachal’
ITANAGAR, Dec 13: A one day workshop on “Call to Action for Child Survival and Development
consultation in Arunachal Pradesh for acceleration of RMNCH+A” was held today at
Administrative Training Institute, Naharlagun to orient the district officials of
the 7 high Priority districts (HPD) by National Rural Health Mission (NRHM), AP in
collaboration with RRC-
The Mission Director, NRHM calls upon all the district official to take the responsibility as a leader to make the RMNCH+A intervention successful so that quality service delivery for the mother & child may be a reality in Arunachal Pradesh. He also requested all the district officials to strengthen the supportive supervision mechanism.
While addressing the gathering, Dr Sudha Health Specialist, UNICEF informed that through RMNCH+A every mother & child will be taken care of and the districts will receive an additional support with 30% more allocation than the non HPDs. Dr. Karanveer Singh, Nutrition Specialist, UNICEF while addressing the gathering explained that RMNCH +A is a continuum of care approach to be provided to the pregnant women, newborn, child and adolescents and dwelt on the importance of coordination with various departments and stakeholder.

Income tax exemption benefit being misused
The State Cabinet headed by Chief Minister Nabam Tuki on December 11 in a landmark
decision approved fixation of 40% royalty rate on timber and other forest produces
in the state, revising the royalty rate after two years as per the cost inflation
index over 2007. This would help enrich the coffer of the fund-
This decision by state govt is a welcome one. For the state like ours which is so much dependent on central government for financial resources, there is need to find more ways to raise fund of its own. We can no longer depend only on central govt for financial assistance. Some sections of Arunachalees are clamouring for levying income tax on the citizens of state. In the northeast, STs in North Cachar Hills, Karbi Anglong, Bodoland Territorial Autonomous District in Assam, Jaintia Hills & Garo Hills in Meghalaya, Arunachal Pradesh, Manipur, Mizoram, Nagaland and Tripura are exempted from income tax. Many rich elites of state are misusing this benefit and are amassing immense wealth. The income tax exemption has made them behave irresponsible and indulge in rampant corruption. If people start paying income tax, it will bring sense of responsibilities towards public money and government assets. It’s time govt ponder seriously about this.

Political conspiracy against MLA

On 12th December, 2013 early morning a historic shocking incident occurred when a
team of police personals around 250 ambushed the official bungalow no.-
We the people of 21st Koloriang constituency strongly denounce the arrest of such an honest public leader depending upon the baseless allegation made against him for his involvement in burning down documents of electoral roll revision at Hawa Camp near Kimin town. The news of alleged involvement of such a leader is very unfortunate and shocking, who is always been a motivational and active leader of this constituency. We raise doubt into this entire arrest episode as it is politically tarnishing the image of an honest and free frank public leader.
We strongly condemned such politically motivated allegation and urge the authority to enquire into this matter and immediately release him from further police custody. We also want to raise concern over his way of arrest. 250 police personnel raiding his home in morning 3 am were quite shocking. The method of arresting him was harsh and he was treated like a terrorist, which he is not. Instead of wasting so much police to arrest a law maker, the Govt should use similar force to drive out NSCN from Tirap, Changlang and Longding which will save Arunachal. Also we would like to inform that the Kurung Kumey deputy commissioner Gejum Ete had called a meeting of all EROs, AEROs and panchayat leaders to brief them that the hike in electoral rolls after revision has to be limited to 4% while the total hike was 8,143 against total voters of about 42,000. During hearing on November 6 at Sarli the total voters enrolled were 1,300 against 290, which was rejected by the circle officer for which Local MLA was attacked and he had to escape to ITBP camp before lodging a case in the police station. On November 13 police resorted to discriminate firing by AK 47 rifles at his Koloriang residence and an FIR was lodged in this regard. However no action has been taken despite FIRs lodged, mass protest by the people and intimation given to Chief Minister. Similarly on 13th November evening local MLA and DC Kurung Kumey was having official discussion at DC Chamber. Four people forcefully entered into DC chamber by breaking door and without permission. They abused DC and local MLA and also tried to physically assault. Because of the presence of PSO they were saved. A report was submitted to Chief Secretary and DGP regarding the serious incident by Kurung Kumey district administration. But till now no arrest has been made in this regard. The series of events shows that MLA Lokam Tassar is being framed by opposition leaders of 21st Koloriang constituency and therefore we appeal immediate release of local MLA from judicial custody.

Dear Editor,
This is with reference to news item published in your daily dated 11/12/13 regarding six point charter of demand by All Arunachal Contractors Welfare Association ((AACWA). The demands include relaxation of emd from 2% to 1 % for tribal contractors, stop deduction of 1 percent income tax from tribal contractors, stop direct participation of company or manufacture for procurement of life saving medicines at director of health service and stop advance works system under SPA, TFC and other centrally sponsored schemes.
The All Arunachal Registered Contractors Association ((AARCA) has decided to collaborate with AACWA in this regard. The govt. should fulfill the demand put up by AACWA as failure will lead to depriving the right of registered tribal contractors of Arunachal Pradesh. Along with the points, we the AARCA has demanded many time to the govt. to maintain transparency while awarding work order under centrally sponsored schemes and to stop nepotism and other corrupt practices in awarding of contract/ supply works.
We further remind the govt. that though we the registered contractors are paying revenue to the govt. every year without fail, still many of our registered tribal contractors are deprived from avenues of any work year after year despite our sincere persuasion at various levels on different occasions. Therefore the govt. / various authorities are requested to provide work/ supply contracts to registered firms/ contractors of the state only.
